Complete Streets Ordinance
The Complete Streets approach advocates for the design of streets that can accommodate all modes of transportation by promoting safety and accessibility for everyone. In 2023, the County began working with the Berkeley-Charleston-Dorchester Council of Governments (BCDCG) to develop a Complete Streets Ordinance.
A Complete Streets Ordinance may include the following:
- Public Safety Issues
- Bicycle Connections
- Sidewalk Connections
- Trail Connections and other Pedestrian Opportunities
- Coordination for Emergency Responders
- Roadway Widths (ex. highway, parkway, avenue, etc.)
Complete Streets Ordinance Process
At Dorchester County, we believe in community-driven solutions, and our community's voice matters. Late last year, the County hosted four in-person public engagements events and created an online survey where over 1200 community members responded and offered their feedback regarding what modes of travel should be targeted in the policy, design guidance, and what type of general project categories should the policy apply.
Consultants from the Berkeley-Charleston-Dorchester Council of Governments will be using the information collected from the survey and in-person engagement sessions to craft the Dorchester County Complete Streets Ordinance. This ordinance will accomplish the following:
- Set clear expectations for developers on their responsibilities for paying for new transportation infrastructure to support their development;
- Establish a framework for monitoring compliance with the developer requirements;
- Initiate the process for future design guidance that identifies the minimally required transportation infrastructure based on the type of road and surrounding land uses.
Complete Streets Update
At the February 19, 2024 Planning, Development and Building Committee Meeting, Regional Planner Kyle James from the BCDCG presented committee members with an update regarding the Complete Streets Ordinance.
The purpose of the presentation is to provide the Planning, Development and Building (PDB) Committee of County Council with an update on the public engagement piece and the types of feedback received. If the feedback received is acceptable by the PDB Committee and County Council, it will help translate into the development of verbiage for either a new ordinance or an amendment to #04-13.
