The Ordinance includes the County’s legal, administrative and financial requirements for new developments and existing customers.

Plans Submission

Submission of new plans are reviewed and approved according to the guidelines stated above. The Department receives plans directly through the Dorchester County Codes/Planning Department. All plans are to submitted digitally through the Evolve Portal.

Once construction plans are approved and the project is ready for close-out, the DCWS Close-Out Submittal Checklist will be required. Approval of submitted plans may require the payment of impact and connection fees. An outline of the fees can be found on this site.

New Service Connection

To establish a new water and/or sewer connection, you need to complete the Service Availability form. The form must be filled out completely to avoid any delays in processing.

Once the completed form is received, field personnel will be dispatched to determine if a tap is available at the location requested. The field personnel will complete this within 3 - 4 working days. If no tap is available, the request will be forwarded to the DCWS Engineering Department for presentation to the County Council. County Council will review the proposal for approval before the installation of a new service tap.
