Erosion Prevention and Sediment Control (EPSC) Certification
For Single Family Residential Structures (SFR) that disturb less than one (1) acre and commercial, industrial & Major Subdivision that disturb less than one half (0.5) acre, please complete and load the following items into Evolve:
- Erosion Prevention and Sediment Control Certification, completed and signed.
- A narrative briefly explaining the project.
- Drawings showing the proposed project limits and during-construction erosion and sediment controls.
- $100.00 EPSC Fee.
Stormwater Construction Approval Application
For Single Family Residential Structures that disturb one (1) acre or more and commercial, industrial, & Major Subdivisions that disturb one half (0.5) acre or more, please complete and load the following items into Evolve:
- Stormwater Construction Approval Application (CAA)
- Operating and Maintenance Agreement of Stormwater Facilities
- Pond Maintenance Plan
- Construction Plans and Applicable Schematics
- Construction Approval Application Checklist
- Stormwater Review & Inspection Fees (refer to the following table)
Major Modification Application
For Major Modification applications, please reference the below documents. After submitting SCDHEC's Major Modification application to SCDHEC, please upload the application to Evolve. Please complete Dorchester County's Stormwater Major Modification Application and all other required supporting documentation and then upload to Evolve.
Plan Review and Inspection Fees
A non-refundable permit fee, as designated from time to time by County Council, shall be collected at the time the stormwater management plan or application is submitted. The permit fee shall provide for the cost of plan review, administration, and management of the permitting process, and inspection of all projects subject to this Ordinance. A permit fee schedule shall be established by the County Council based upon the relative complexity of the project and may be amended from time to time.

SCDHEC requires a $125 fee to issue an NPDES permit.
In addition to plan review fees, the County has an inspection fee. The County has the authority to require re-inspection fees on any project deemed necessary. The following table includes the construction site inspection fees:
