Mission, Vision, & Core Values

Dorchester County Emergency Management's mission is to provide leadership, emergency planning, multi-agency coordination, and support to prepare for, prevent, protect against, respond to, recover from, and mitigate all disasters and other emergencies.

Our vision is to create a culture of preparedness throughout Dorchester County, that enables the whole community to effectively prepare for, respond to, and recover from any disaster.

Our motto is that a prepared community is our best first responder.

Organization

Emergency Management is organized into three divisions, including the Preparedness Section, the Communications Support Section, and the E911 Services Section.

The Preparedness Section is responsible for the mitigation, preparedness for, response to, and recovery from natural and man-made disasters. This Section ensures the County Emergency Operations Center and forward operations equipment are maintained at the highest state of readiness.

The Communications Support Section provides planning, coordination, and technical support to the County's public safety communications program. This Section ensures that public safety employees have reliable and interoperable radios to serve the public and respond to daily calls for service.

The E911 Services Section is captured as a Special Revenue Fund. This Section, in conjunction with Information Technology Services, provides systems administration, technical support, and supplements the Consolidated Dispatch Center's operating budget. Systems and equipment supported and/or funded include 911 call-handling equipment (CHE), computer-aided dispatch (CAD), voice recording, radio communications, geographic information systems (GIS), high-capacity voice and data links, and telecommunicator training.
